• Encourage involvement of local communities, NGOs, private sector and civil society organizations in planning, resource mobilization, and monitoring of educational programs.
• Share experiences with district level public and private sector education managers/planners through inter-district, and Inter-Provincial seminars/conferences.
• Collaborate in conduct of surveys and research studies.
• Establish links with all the development partners, within the government (EAD, Finance and P & D Division) foreign donors/institutions/countries/agencies etc.
• Exchange information with the development partners (both local & foreign) to identify priority areas in the education sector and mode of their financing.
• Negotiate external economic assistance for priority programs of the MoE/Provincial/District Governments.
• Ensure effective implementation of bilateral agreements, institutional exchanges etc. to strengthen friendly relations, and understanding.
• Examine and adjust to new emerging relationship of collaboration, between public-private institutions.
• Establish coordination among:
  All Wings of the Ministry of Education
  All concerned Ministries/Divisions and Provincial Education Departments
• Process all development schemes with various forums of Government of Pakistan (DDWP, CDWP, ECNEC)
• Prepare reports for the media, budget speech, Economic Survey, etc.
• Disseminate government policies, plans, and programs among all development partners and stakeholders.
• Maintain and develop the website of the Ministry of Education.
• Oversee functioning of the Academy for Educational Planning and Management.
• Organize Inter-Provincial Education Secretaries/Ministers' meetings.
