A comprehensive package of educational reforms with medium term targets Education Sector Reforms (ESR) Action Plan 2002-2006 has been finalized through a consultative process with over 600 partners. It is a homegrown initiative, led by the President, Federal and Provincial Ministers of Education and Finance. ESR is linked with four concurrent macro level initiatives, which include the Devolution and Local Government Plan 2000, the Interim-Poverty Reduction Strategy Paper 2001-2004, SAP II restructuring, and the National Commission on Human Development.
