Literacy & Basic Education

Q. What is meant by EFA?                                                                              

A. EFA stands for Education For All, (Provision of Educational Facilities for All ages). However, it is confined only up to Elementary level (8th class) and contains educational schemes encircling:

• Elementary Education (Primary & Middle Sections).
• Adult Literacy programmes for Primary Education.
• Early child hood Education (Pre-Primary).

Q. What do we mean by Literacy?

A. Literacy is the acquisition of basic skills of reading, writing and numeracy. In other words, Literacy is the meaningful acquisition, development and use of the written language.

Q. Who is called a literate person in Pakistan?                                                

A. In Pakistan, the definition of literate is structured at the time of Population Census. In the 1998 Population Census, a literate person has been defined as “One who can read newspaper and write a simple letter in any language.”

Q. What is the current Literacy Rate in Pakistan?

A. As per PSLM Survey 2004-05, the literacy rate of population 10 years and above was 53% showing an annual growth ratio of 1.5% since 1998 Census. As such the estimated Literacy Rate comes to 56% in 2007.

Q. What is Gross Enrollment Rate (GER) in Pakistan?                                                

A. According to PSLM Survey 2004-05, the GER is 86% at Primary level, 46% at Middle level and 44% at Secondary level.

Equivalence of Certificates, Diplomas and Degrees

Q. Who issues equivalence certificates in Pakistan?   

A. For secondary and high secondary school certificates and diplomas, Inter-Board Committee of Chairmen (IBCC) is responsible for issuance of equivalence status; whereas, Higher Education Commission (HEC) issues equivalence at graduate and post graduate level. .

Q. What is the total public sector spending on education as percentage of federal budget?

A. The total public sector spending on education (by federal, provincial and district government) comes to 12% of federal budget 2005-06.

Q. What % of GDP is allocated to education by all tiers of the government?

A. The total public spending on education (by federal, provincial and district government) comes to 2.21% of GDP during the year 2005-06.

Q. What is being spent on education by the Private Sector? 

A. As per information gathered under National education Census 2005, out of total 76,047 private institutions, 73,018 institutions reported their expenditure for the year 2004-05, which comes to Rs. 35,914 million.

Q. How are the Education Projects approved?  

A. There are different forums for approval of projects; the forums are:
• Departmental Development Working Party (DDWP)
• Central Development Working Party (CDWP)
• Executive Committee of National Economic Council (ECNEC)

Q. What is the difference between surrender and lapse of funds?              

A. The portion of approved budget of a Ministry/ Division/ Department/ Autonomous Body, which it finally declares to Finance Division (normally by 15th May of each year) beyond its capacity to utilise within the ongoing financial year, is considered surrender. The amount of approved budget which is neither surrendered by the date specified by the Finance Division, nor utilised by 30th June of the year is termed as lapsed funds.

Foreign Aid                                                                                                 

Q. How many types of external assistance are there?                                           

A. There are two main types of external assistance;
i) Multi-lateral Foreign Assistance. It covers assistance from the Banks and UN Agencies
ii) Bi-lateral Foreign Assistance. It comprises assistance from any country to Pakistan

Q. Does the Ministry of Education have Directory of Donors assistance?

A. Yes, The directory may be visited on MoE’s Website: www.moe.gov.pk

Q. What is the quantum of assistance provided by different international development partners / donors for education sector in Pakistan?

A. An amount of US $2191.155 is reported to have been provided by different donors. Details may be seen in the Donors Directory placed on website of the Ministry.

Q. Is some Donors Assistance being provided in the form of Debt Swap for education?

A. Yes, the Government of Germany and Canada have agreed to write off their remaining debt if the funds are spent by Government of Pakistan for improvement of education.

Q. Do the Ministry of Education have any consultative mechanism with the donors?

A. Yes, The Ministry of Education has institutionalized a Donor Education Group (DEG), which meets quarterly.

FEDERAL DIRECTORATE OF EDUCATION (FDE), ISLAMABAD

Q. How is the recruitment of teaching and non-teaching staff carried out by FDE?

A. As per prescribed recruitment quota of Federal Govt., FDE effects appointments of B-1 to B-15 employees by conducting tests I interviews. The vacant posts are advertised in national dailies. Whereas, recruitment in BPS- 16 and above is regulated by FPSC.

Q. What is the admission policy of FDE at the school and college level?

A.  Model Colleges

In Model Institutions there are admission tests as following:

FG Schools

At school level, FG Schools offer admissions to all according to specified age group.

College Level:

The admission at the intermediate and degree level are purely on merit as specified in FDE's admission policy.

Q. What is the plan for up gradation of FG Schools at the operational pattern of Islamabad Model Colleges?

A. Through 02 development schemes 121 FG Primary and Secondary Schools located at Islamabad city shall be gradually transformed at the operational pattern of Islamabad Model Colleges. The transformation process will commence with effect from August, 2007.                                            

Q. There is a lot of pressure for admissions in the existing girls' colleges in Islamabad. Is there any plan to open new FG Degree Colleges in ICT?

A. In order to mitigate the admissions pressure in Girls Colleges, 04 female colleges are in various stages of planning I construction i.e. one each in 1-8, 1-14 Sectors, Bhara Kau and Nilore. Besides FG Fatima Jinnah Degree College for Women, Humak has recently been opened.

Q. Identify the steps I measures for improvement of English teaching at school level.

A. In order to introduce teaching of English from Class-I onwards, PM announced a special project to recruit English Teachers. During the first phase 490 teachers were recruited to teach Classes I, II & III. However, recently PM has announced recruitment of 400 English teachers for Class IV & V as well. .

Q. To what extent has the transport facility been provided to the teachers and students?

A. Limited transport facility has been provided to the students of Islamabad City particularly in the Model Colleges and Degree Colleges. Whereas the teachers working in the Federal Area of Islamabad have also been provided some transport. FDE has submitted a scheme for the provision of 19 coasters / buses for the teachers working in its 04 rural sectors of Islamabad Capital Territory (ICT).

Q. What are the approved parameters for change of shift policy implemented at Islamabad Model Colleges?                                                                                             

A. The Shift change is considered on the following parameters:
a. If the elder brothers / sisters are studying in senior classes in the Morning Shift and the younger siblings are admitted in the Evening Shift.
b. If both, Mother and Father are government servants.
c. Acute health reasons of the student, with credible supporting medical documents.
Based on the above, students are accorded priority as per availability of seats in the morning shift.

Q. What steps are taken for introduction of computer education at the level of schools & colleges?

A. Through implementation of three Development Schemes all the colleges and SSC level Schools in ICT have been provided IT Labs during last three years. Efforts are in hand to provide IT labs to all Middle level schools by 2008. .

Q. Are the private students allowed to appear in FDE's centralized exams conducted at the level of Class V & VIII. What is the procedure?

A. Students of private schools are allowed to appear in the centralized examinations of Classes V & VIII. Every year the advertisement having the details of examinations is published in the newspapers. All the private students register themselves by submitting admission forms along with admission fee. All such students who qualify these exams are eligible for admission to Class VI & IX in the educational institutions under FDE.

Q. Is there a formal in-service training system for teaching and non- teaching staff for Federal Government Educational Institutions (FGEls) under FDE.

A. Yes, Federal Directorate of Education, Islamabad has a Teachers Training Wing which is managing 20- Training & Resource Centres (10-Rural & 10- Urban) meant for the professional development of staff.

Q. What is the deputation policy for posting to govt. schools and colleges of ICT especially with reference to wedlock policy approved by the Govt?

A. The cases of govt. servants are considered on deputation under wedlock policy approved by the government against available posts. There is a quota of 10% each of the teachers at Primary (8-09) and Middle (8-14) levels. This is regulated by the Director Schools of FDE strictly on the basis of seniority of waiting list. For higher grades there is no quota. Applicants are accommodated against leave vacancies.

Q. To what extent is the civil society involved in the educational management of the institutions.

A. Formal/elected Parent Teacher Associations (PTAs) are actively functioning in all 404-Educationallnstitutions. PTAs are afforded participatory role in the management as per the PTA Constitution.

Q. What is the procedure for registration of Private Educational Institutions in ICT (Islamabad Capital Territory)?

A. Procedure For  Registration of  Private Educational Institutions in Islamabad Capital Territory:-

1. It is mandatory for all private educational institutions imparting education in a formal or informal manner up to Higher Secondary School level and equivalent in Islamabad Capital Territory to register themselves with the Private Educational Institutions (Regulation and Promotion) Regulatory Authority housed in the building of Federal Board of Intermediate & Secondary Education located at Sector H-8/4 Islamabad.

2. Any person intending to establish or continue any existing institution will make an application to the Regulatory Authority on prescribed form, in duplicate, accompanied by required documents and fees. The prescribed form is available at the one window of the Federal Board and can be had on payment of Rs 300/- alongwith a copy of the Academic Rules wherein all necessary details are given as to the functioning of the institutions and the fees they are required to remit.

3. Every institution or its branches running under the same management or name at different premises/places will be registered separately and are accordingly required to apply.

4. In case of new institutions, they are required to apply for registration at least two months in advance of start of the academic session.

5. The Regulatory Authority on receipt of the application will cause inspection of the applicant institution through an inspection committee and register it subject to the satisfactory report of the committee. The institution will be registered at the level of Primary/Middle/Secondary/Higher Secondary as the case may be.

6. In case of any shortfall/default in the pre-requisites for registration of an institution, the Regulatory Authority will provide an opportunity viz-a-viz give time to the person concerned to make up the shortfall/rectify the default within the given time frame.

7. No order of refusal with regard to the registration of the institution will be passed by the Authority without giving an opportunity to the person concerned to make up the shortfall and of being heard in person.

8. Following are the pre-requisites for registration of an institution:
a. In general terms institution is suitably located, staffed and equipped.
b. It is not a one man show. It has a constituted managing committee or board of directors.
c. Principal and teaching staff are adequately qualified and employed through a written contract on terms and conditions not less favourable than those of in the Govt educational institutions.
d. Institution premises, library, classrooms, furniture, laboratories, equipment and sports facilities are adequate and of standard.
e. At SSC and HSSC level library has minimum of 3000 books and 3 volumes of each textbook. This is already a pre-requisite being followed by Federal Board for affiliation of institutions with it.
f. Records and registers as applicable are maintained.
g. In addition to teaching staff, it has employed a librarian/sub-librarian and a PTI / DPE as per the requirement.
h. It has facilities of sports.
i. Institution will give an undertaking that it will furnish required data/information and its management, staff and students will not participate in activities prejudicial to the integrity and solidarity of the state.
