1. The Roadmap
The NEPR team embarked on
a comprehensive process of consultation and
pursued a structured methodology. To ensure that
the policy review document is owned by all
stakeholder, far and wide it was intended to
make the review process intensively and
extensively. The overarching objective of Round 0 was
to ensure ownership and active involvement
of all the Provinces from the very beginning of the
process. The NEPR team led by the
Team Leader visited all provincial capitals
and discussed the approach for the
policy review exercise with the Governors, Chief Ministers,
,Provincial Education Ministers, Provincial
Education Secretaries
and senior officials of Provincial Education
Departments. A well-defined roadmap with timelines
for the NEPR process was subsequently finalized.
The roadmap identified stakeholders forming
the public policy community, their hierarchy
and geographical spread, and set out the functional
ingredients of the stages of the policy process.
The plan was approved by the Federal Minister
for Education.
2. Literature Review
Literature Review of Education
Policies and Reports of various Commissions
of the Government of Pakistan from 1947-1998;
consulted a host of research studies and regional
education policies.
3. Green Papers
To garner focus discussions, a series of about
23 Green Papers were written on different topics
and were distributed widely. Each paper posed
key questions for stakeholders to ponder
before giving their inputs at various foras.
The feedback received from different quarters
including the development partners was analyzed and will be reflected in the forthcoming
policy documents.

4. Research Studies
Following research studies
were commissioned to inform the policy review
process:
a) Review
and Analysis of Previous Education Policies
1947-1998
A comparative, thematic study of all previous
policies starting from 1947 was completed. Besides
the main sub-sectors of education, the political
environment and previous vision statements were
also analyzed.
b) Mapping of
the Constitutional and Legal Framework and Government’s
International Commitments concerning Education
A detailed stocktaking of the legal aspects
of education in Pakistan was conducted. The
international conventions signed by the Government
of Pakistan and its legal provisions were looked
at to inform the policy review exercise.
c) A short
term study to look at how far the tangible targets
in the NEP 1998-2010 have been met and what
were the reasons behind failing on other targets
and initiatives completed. For more
